She was born and raised in Belarus in a medical family, from her youth she studied how radiation affects a person. After the accident at the Chernobyl nuclear power plant, she worked with residents of the affected villages. There, medical assistance was especially needed, since many doctors simply left.
Elena often recalls the conversation of those times: “When we measured the radiation background in the exclusion zone, residents were only interested in one thing - whether I would drink local milk or refuse. One woman handed me a glass of milk, and I realized that this is the moment of truth. I drank milk, because the area was safe, and thus proved that doctors, scientists and me personally can be trusted."
In 2002, Elena came to the IAEA as the head of the Center for Incidents and Emergencies, becoming the first woman in this position and the initiator of its transformation.
