Viktor Karankevich took part in a conference with the Head of State

On July 22, 2021, Minister of Energy of the Republic of Belarus Viktor Karankevich took part in a conference with the Head of State with the management of the Council of Ministers of the Republic of Belarus.

One of the topics was the creation of a department and a national operator for radioactive waste management. A relevant draft document has been submitted for consideration by the Head of State.

In particular, it is envisaged to establish a department for radioactive waste management and a specialized organization that will become the national operator and will collect, process, store and dispose of such waste.

“We need to consult on what we will do with this radioactive waste. They are formed during the operation of sources of ionizing radiation, which we really make active use in various fields of activity. This is not only the nuclear power plant. We use these sources in science, medicine (take oncology and not only), industry, and the defense complex. In the near future, we will commission the second unit of Belarusian NPP, which will become the main source of radioactive waste generated during its life cycle,” the President noted.

He drew attention to the fact that nuclear waste is not only very dangerous, but also a very valuable raw material. “This is a very valuable product. And today the question arises of what we are going to do with this most valuable, but very dangerous, previously unknown commodity, product. This is a serious issue and the greatest value, - the Head of State said. - As international practice shows, the management of such waste requires the creation of a unified state system. In fact, this is a new branch of the economy."

As Viktor Karankevich explained, this proposal of the Government was prepared on the results of the work of the interdepartmental group and was based on several circumstances. “Sources of ionizing radiation are used in the country in various fields of activity, during the operation of which radioactive waste is generated. They are supplied and stored at the Ekores special enterprise of Minsk City Executive Committee. The technologies used in this enterprise are obsolete and worn-out. The storage facilities for radioactive waste, built in the 60s-70s of the last century, require modernization, their standard operating life has been exceeded,” the Minister informed.

In addition, according to him, it is necessary to resolve the issues of radioactive wastes management, which are stored in the so-called historical storage sites, formed during the implementation of the military programs of the Soviet Union. “With the commissioning of  Belarusian nuclear power plant, the largest source of radioactive waste appears in the country. Accordingly, it is required to build a separate facility for storing radioactive wastes for the period of operation of the nuclear power plant itself,” Viktor Karankevich added.

“It is proposed to comprehensively resolve these issues by creating a single government body and a single system for radioactive waste management,” he concluded.
